Hi
This is what my game looks like:
I've restarted my computer and had steam verify its files, but it has no difference. What else should I try?

It was running fine before, but when I restarted my notebook after the MWO client crashed, it looked like this.
CPU is i5-4200m. I have a Geforce 660ti plugged into the expresscard slot, but it still has the same issue when I run on the integrated graphics.
When I played on either the integrated graphics or the external GPU, it used to be fine.
I had the graphics on max everything except post processing which was on low. I reduced the textures to low, but that did not load the textures again.

OK so specs check out...
Amount of RAM?
Have you ran the repair tool?
Have you upgraded your Nvidia panel lately? Did it change or muck up the GeForce Profile if there is one?

For nvidia gpus, get that setting up that forces a stupid low mipmap on everything and allows you to see everything miles aways with no grain or anything, and PGI loves people doing it and said its fine
and people QQ'd about the r_glow setting or whatever it was lol. This thing is 10x redic worse lol.

I have 8gb ram.
As far as I know, the repair tool does not work on the steam version as it is replaced by the steam validate cache option?
I have removed the MWO files and redownloaded them via steam, but it has no effect (!!)
It is happening when I run on integrated graphics as well so I don't think it is an nvidia setting.

I know someone with the same issue, but never found a solution to this.
Yes, Steam's "verify files" is the "same" as repair tool.

I had similar problems in StarCraft 2 with defective RAM, once.
Program code is relatively tiny, so all your programs can run perfectly fine with a defective RAM, but huge amounts of textures will hit the faulty spots and get corrupted.
Not saying it has to be that (and I hope it isn't :-) ), but it's one option.
I'd check for defective RAM. There are tools for that.

I changed it to Dx11 and it has fixed the issue. When I change it back to Dx9, it goes back to missing textures.
Hopefully dx11 isn't slower than dx9 since I can't run it at dx9 now
